xfce4 is indeed used for the remote connection. Weather this is the only desktop manager depends on your config of course, but the default desktop manager of Ubuntu (Unity) is or was not working with xrdp. This is not the only place where I have seen issue with this “new” desktop manager though, so xfce4 was a fallback option.
